I think he means that RE played a sort of "poor man's" version of what VCU does on defense, thus the "baby havoc". Pressuring the ball, and trying to get turnovers. You can't have slow guys playing that type of style.
That's pretty much it and I don't mean it as a slight. It was Havoc but not quite as effective and not quite as intense esp after Clark and Saunders left.
